This is one of a number of portraits that Francis L. Stewart did of WRA camp bureaucrats. While some administrators are well known, such as Poston director Wade Head, many are unknown, unremembered functionaries. Here we have Loren Bell who, in 1943, was the Assistant Director of the WRA camp known as Topaz, Utah. These photos inspire the thought that we should look at the biographies of these bureaucrats, since it is clear that their background and attitudes did impact how a given camp was run.
